Introduction
The default bill template when a new project is created does not include the front and back covers. These can be inserted at any point when drafting the document in the Editor. The front cover also contains the table of contents by default.
How to insert a front or back cover
- From the upper tool bar, select ‘Insert > Insert front cover’ or ‘Insert > Insert back cover’
- The system will add the appropriate XML to the document.
Hints and tips
- If a front or back cover already exists when you click on the insert button, the existing XML will be removed, and new front or back cover will be inserted with all default elements present.
- To update the table of contents as the structure of the document changes, you can either use ‘Insert front cover’ or ‘Insert table of contents’ which will update the table of contents according to the current structure.
- You will need to acquire a lock on the whole document to insert the front and back cover.
- To delete the front or back cover, you should select it either from the breadcrumb or using the structure view and click ‘backspace’ as you would delete a normal provision in the document.
- When you are editing an enacted version of the bill, inserting a front cover will insert the appropriate front cover for an Act which consists of the cover page and table of contents.
- By default, the back cover will include supporter information. If there are no supporters, place the cursor in the supporter information on the back cover and select ‘Supporter block’ from the breadcrumb to delete it cleanly from the back cover
- The image of the crest on enacted versions will be rendered on the PDF and do not appear in the Editor.
SP Bills only
- The long title on the back cover is read only and automatically displays what has been added to the long title in the preface of the document

UK Bills only
- Due some complications in the XML structure of the UK’s Long Title, it is not possible to display the whole long title in read only format on the back cover that is displayed in the Editor (it will render correctly in the PDF). Instead, we display “Long title” to indicate that this would otherwise appear here.
- The front cover will include the Note element by default as well as the Environmental Compliance Statement. These can easily be deleted by placing your cursor in these elements and selecting “Note” breadcrumb or “Statement” breadcrumb and deleting.
- The back-cover elements and rubrics will depend on the data entered into the Document Information panel:
- If no brought from date is supplied, the back cover will display presenter/supporter information
- The copyright statement will only include the selected ‘printed by’ House
- If no brought from date is supplied, the back cover will display presenter/supporter information
- If brought from date is supplied
- the block above the ‘Ordered to be printed’ section will display the ‘brought from’ date
- The copyright statement will include both Houses
- To update the rubric/elements displayed on the back cover, you will need to re-insert the back cover which will refresh the XML that gets inserted. Blue highlighted text (e.g. the bill year) is updated dynamically, but the rubrics will need a full refresh by re-inserting the back cover.
