Introduction

Once the other House has shared with you the Consolidated list of amendments, you need to top and tail the list and publish it.

How to Publish the Consolidated List of Amendments

...

Update the amendments as necessary (e.g. adjusting the page/line references back to the House version - merging amendments etc)

Renumber amendments 1 - n as necessary

Once all amendments are updated, share with the first House

First House

Duplicate the shared Consolidated List

Add the Document Information (bill number, published date, document title etc.)

PDF & Publish

As soon as you have published the list, the amendments on it will be owned by your House i.e. they will become editable to all users in the same organisation as yours, ready for you to update if needed when the Consolidated List is sent back to the other House.

For subsequent Consolidated Lists

Duplicate the last published Consolidated List

Update it using any of the following actions:

  • Insert/remove Lords/Commons headings (e.g. "COMMONS AMENDMENTS 1, 3 and 4" or "LORDS AMENDMENT 2")

  • Insert/remove interstitial headings (e.g. "Clause 2" or "After Schedule 2")

  • Move the amendments under new headings (using drag & drop)

  • Insert a Message after the appropriate amendment or previous Message and update it as necessary with any reason(s) and/or associated amendments (copy & paste from amendment lists or Reasons document)

  • Copy Message(s) from one amendment to another amendment if the original amendment that the Message was associated to has been resolved

  • Remove undisputed amendments from the list (highlight using breadcrumb or use multi-select & then delete)

Info
  • The next round of Ping Pong can officially start – the bill version visible in the drop-down menu that ping pong motions will be raised against will be “Ping Pong – [bill number]” e.g. “Pingpong - HL Bill 23”

  • It’s possible to draft ping pong motions before the Consolidated List has been published. Once the Consolidated List has been published, you can use the Actions > Move amendments to a different stage/bill version option against the LoDA (or individual motion from the Amendment Manager tab) and this will update the ping pong motions so that they now point to the newly published Consolidated List
