Feature request summary
Give users ability to mark provisions as 'Privilege Provisions' (similar to the way we handle money provisions) and have it formatted automatically. This feature is for UK bills only.
Original Description
Background
The Commons have recently published a bill containing bad XML. The bad XML was a result of applying bold formatting to a whole provision (in this case it was a subsection) - the <b> tags were wrapped around the subsection rather than around the text within the subsection’s elements.
In this case, they were marking up a provision inserted by the Lords to avoid questions of privilege (so in this case, the bold formatting had semantic meaning). There are a few requirements that can be unpacked here:
- Provide a way for users to mark up ‘Privilege Provisions’ in a similar way that we handle money provisions; and
- Modify the logic so that when a whole provision is selected and a format option applied, then ensure the formatting elements are correctly inserted within each element containing text rather than wrapping around the whole parent provision.
Attached is the Bill PDF showing the privilege provision at the end of the document with a note explaining its meaning on the front cover of the bill.
