In For SI/SSIs, Lawmaker only allows for section headings (Centred, Italic) to be created within Parts or Chapters. This page provides instructions on how to create a heading without a Part or Chapter number. It also provides instructions on how to create unnumbered lists, which may come after the heading, as shown below.

Place your cursor in the first paragraph number and delete the number and full-stop.

Select Unwrap.
