j numbers are useful for legislative drafters, and others in government, because they give us a consistent way to refer to provisions of a Bill despite changes in the sequential numbering of sections or schedule paragraphs. Currently, we can only assign j numbers to sections. It would be useful to also be able to assign them to schedule paragraphs.
