LMS-144 Provide notification on all screens of submitted amendments

Users would like some way of knowing when a bill project contains submitted amendments. I talked them through a feature we had in the backlog to display a count of submitted amendments on the project dashboard. Additionally, a little dot on the ‘home’ icon to indicate there were submitted amendments on another project (that users have privilege to view). This was exactly what the user was hoping for.

I couldn’t find the original ticket, but a related one is LDAPP-1181. I don’t think email suggestion in this ticket will work as there isn’t a centralised on used in the office.
