Programme Motion is not functional - usually done via converting a Resolution to an Order, but this doesn't allow us to add the name of the Minister it is tabled in the name of. Using the "Motion" element does not allow us to use paras/using "Reso" element does not allow us to table it in the name of the Gov Minster

Programme Motion – when we need a programme motion, we do this by selecting the element for a Resolution, building the Motion (which can include paras, subparas and tables), then converting to an order. Take the police bill (last page of this PDF). As I can tell, there are 2 options for a Programme Motion – either use a Resolution and convert it, or use the Motion element. Both are a bit problematic

Reso

I can build a Reso and convert it so all the text is there, but there is no way to add in a Proposer. So it looks like this after converting, even if I attribute a sponsor in the Reso before converting:

I can add the Minister’s name in the “Date” heading, but this isn’t too practical if we need to attribute a date, or if there is more than one Minister sponsoring (which can happen when two or more departments are sponsoring the Bill, as in the case in Police)). I also change the heading highlighted to “Programme Motion” which is fine. But the motion is moved in the name of the Minister on behalf of their department, so we really do need to have that as an option – especially if we need a date heading. 

Motion

If I build it using the “Motion” element, I can select a Proposer (not more than one, but we are aware of an existing work-around to add a second sponsor to the Motion). However, the Motion element does not allow us to add in a paras/headings/tables:

So it means it’s not really feasible to use the Motion. 

Using both to have the sponsor and the necessary text elements

I’ve tried combining the two – using the Motion for the heading/sponsor, then using the Reso to input the other elements (like the paragraphs, headings and tables), but that doesn’t really work either as the heading interrupts the text flow, and there’s no way to have the heading at the top (above the Motion); the highlighted text needs to be at the top.
