Feature improvement request

When a step contains paragraphs or subparagraphs and you want to insert another step, the current functionality inserts a nested step under that paragraph/subparagraph (as ‘children'), which is not always desired.

The feature request is to automatically insert a step after the current step as ‘sibling’, rather than nesting it under the paragraph/subparagraph.

Original description

In a Step which has paragraphs (e.g. (a)) or sub-paragraphs (e.g. (ii)) the CCA offers a step, but inserts as a nested step under the paragraph/sub-paragraph. I can’t see that would ever be wanted. Instead the step should be inserted after the current step as the next main step..
