LMS-3280 Manage document structure from outside the Editor

Summary of feature request

Give users the ability to reorder or otherwise restructure the provisions in a document without having to open it in the Editor.

Background

Currently, the only way to change the order of sections and Schedules in a bill or add new Part/Chapter groupings is to open the working version in the Editor and use the Structure View or various options on the right-click menu in the main Editor pane. It would be useful to have another way of rearranging document structure from outside the Editor, since longer bills tend to be resource-intensive to open. This could be an action which is triggered from the menu next to a working version on the Project tab, similar to ‘Update document information'.

This feature would require the creation of a modal which shows the current structure of the selected working version (similar to the Edit portion selection drop-down), with controls to allow the reordering of sections/Schedules and the creation of new Part/Chapter/cross-heading groupings around certain sections/paragraphs.
