Original description
Background
Users spotted that a bill had non-sequential numbering within it. Someone had forgotten to renumber the provisions during the drafting stage. The users were surprised there wasn’t a business rule for non-sequential numbering and asked if it was possible to create one to prevent this issue arising at publication again.
Requirement
