You can use the Amendment Manager to submit and table amendments. They do not have to be on the same list in order to use this method.

How to submit amendments using the Amendment Manager

From the Amendment Manager, select the amendments you wish to submit using the check boxes in the left-hand column
Select Amendment Actions > Submit amendments
A 'Confirm amendment submission' dialog box appears summarising whether the amendments can be submitted.
Click on the Submit button

Amendments successfully submitted will be updated to status “Submitted”.

From the Amendment Manager tab—

Select Amendment Actions > Table amendments

You can only submit amendments from the Amendment Manager if—
- the associated bill version has been published,
- the status of all amendments is ‘Draft’,
- there are no active locks on any amendments, and
- no amendment has a flag set against them.
You will be warned if any amendments have comments or tracked changes in the amendment submission confirmation dialog box. However, you are still able to submit them. If you want to update these amendments before submitting, select ‘Cancel’.

From the Amendment Manager, select the amendments you wish to table using the check boxes in the left-hand column
Select Amendment Actions > Table amendments

You can only table amendments from the Amendment Manager if— there are no active locks on any amendments, and the status of all amendments is ‘Submitted’.
