Add option to lodge/table amendments from the Amendment Manager tab
Background
This feature was requested by Scottish Parliament during a meeting held on the 1st of March 2023.
Adding the ability to lodge amendments from the Amendment Manager was felt would improve the user experience and slightly speed work as, often times, users are on the Amendment Manager tab.
