Exercises

Before you start

You will need—

  • A published bill version, and

  • Some amendments

This exercise should ideally be completed after you have completed Training module: generating official lists at Consideration Stage as this will provide you with the project and all the amendments you need to manage groups with.

If you haven’t got time or interest in completing the official lists training first, you will need to create a project and manually import the amendments before completing this module. Follow the same steps in Training module: generating official lists at Consideration Stage | 🛠️ Before you start but there is no need to complete the final steps for Updating amendments to the correct status. Instead, you will need to open the amendments in a temporary list and manually assign amendment numbers to the amendments (saving your changes). Ignore the fact that the amendments are all at ‘Draft’ status, this won’t stop you from managing the groups and generating a grouping list.

Manage your groups

Before you can generate the Grouping List, you need to sort the amendments into their respective groups.

  1. From the Amendment Manager, toggle the view to grouped view using the button in the top left of the page image-20250214-154824.png

  2. Filter the amendments to Tabled using the Quick Filter (skip this step if you are completing this exercise without completing Training module: generating official lists at Consideration Stage first)

You want to assign the amendments to the following groups

  • Performance

    • Amendment 1

    • Amendment 2

    • Clause 2 Stand Part

    • Amendment 6

  • Conduct of meetings

    • Amendment 3

    • Amendment 4

    • Amendment 5

  • Miscellaneous

    • Amendment 7

  1. Using the checkboxes, select the amendments to assign to the first group—

    1. Select Amendment Actions > Move Amendments to Group

    2. Select Add amendments to a new group and add the name of the new group = Performance

    3. Click on the Confirm button

  2. Back on the Amendment Manager tab, select the amendments to assign to the second group—

    1. Select Amendment Actions > Move Amendments to Group

    2. Select Add amendments to a new group and add the name of the new group = Conduct of meetings

    3. Click on the Confirm button

  3. Back on the Amendment Manager tab, select the amendment to assign to the last group—

    1. Select Amendment Actions > Move Amendments to Group

    2. Select Add amendments to a new group and add the name of the new group = Miscellaneous

    3. Click on the Confirm button

  4. You decide to merge the Miscellaneous amendments into the Conduct of meetings group

  5. Select the amendment in the Miscellaneous

    1. Select Amendment Actions > Move Amendments to Group

    2. Select Add amendments to an existing group and select Conduct of meetings

    3. Click on the Confirm button

You now have 2 groups containing all the amendments from the Marshalled List

  • Deleting groups: when you move all amendments out of a group, the group is automatically deleted as it’s not possible to have an empty group in Lawmaker.

  • Group ordering: the group numbers "Group 1", "Group 2" etc. are automatically assigned based on the first amendment in each group.  The group with the first amendment (sorted first using the Marshalled List sort logic - and including stand part motions) is always Group 1.  Group 2 will be the group whose first amendment is the next soonest amendment to appear in the sorted Marshalled List - and so on for the other groups.

Generate the Grouping List

  1. From the Amendment Manager, select Amendment Actions > Create Official List

  2. On the create amendment list dialog box, select—

    1. Amendment list = Grouping List

    2. Bill version = As Introduced

    3. Stage = Consideration Stage

    4. List name = enter a unique name for your Grouping List e.g. GL

    5. Click on the Create button 

  3. The Grouping List will appear in a new tab in the Editor, containing all specified groups and their associated amendments.

  4. Make any adjustments if required then save and close the list using the Close Editor button

  5. On the Official Lists tab, find the Grouping List you just created and select Actions > Generate PDF and click on the Generate button

The list is now ready for official checks before publishing on the website.

You must have a published bill version for the selected bill version in order to generate a Grouping List.

Publishing the Grouping List

Instructions

Assuming the list has completed all checks and the PDF that was generated reflects the final version then it is now ready for publishing—

Publishing the Grouping List in Lawmaker

  1. Click on the black triangle to the left of the list name to expand the view of snapshots

  2. On the grey PDF snapshot version, select Actions > Publish version

  3. The published version will appear on the right-hand side of the Official Lists tab and a snapshot is created under the working version.

You can now upload the final version of the pdf onto the website

Trouble shooting

  1. My amendments to amendments aren’t showing “Amendment to Amendment x" at the end: check that you updated the italic heading with “Amendment to amendment x” when the Marshalled List was generated. When you make that change and save your changes, the Amendment Information location table is updated to show “amnd_x” instead of “sec_x” or “sch_y” and this information is used by the Grouping List to determine whether the amendment is an amendment to an amendment.
