Training Module: Preparing the Annotated Marshalled List

Introduction

Generating the NI Annotated Marshalled List

Exercises

Getting started

This exercise must be done after you have completed Training Module: Generating official lists at Consideration Stage .

Exercise 1: Updating the Marshalled List

You should record the amendment outcomes in the Marshalled List which also serves the purpose of creating the Annotated Marshalled List ready for publishing.

  1. From the Official Lists tab, find the Marshalled List and duplicate it (Actions > Duplicate version), calling the duplicated version ā€˜Annotated Marshalled List’

  2. Open the duplicated version in the Editor

  3. Update the title of the amendment list by adding Annotated before ā€œMarshalled Listā€

  4. In the Editor, open the Amendment Statuses right-hand panel

  5. Record the outcomes by placing your cursor in the first amendment and selecting the appropriate outcome button for that amendment

  6. Move to the next amendment by clicking on the Next > button or clicking with the cursor on the next Amendment in the Editor or using the keyboard short cut ALT + K

  7. Select the appropriate outcome button for that amendment and continue recording outcomes in this way for all remaining amendments in the list (see info box below for guidance on stand part motions)

  8. Save your changes and close the list using the Close Editor button

  9. Select Actions > Generate PDF and click on the Generate button send for official checks

TIP

You can record outcomes in bulk rather by one-by-one by clicking on the Bulk update statuses button in the Amendment Statuses right-hand panel

Stand part motions

If you have a stand part motion, select the appropriate outcome using one of the four outcome buttons created for stand part motions.

You cannot use Bulk update statuses to record the stand part outcome for stand part motions

In the Amendment Manager, the outcome you selected for the stand part motions will map to ā€˜Made’, ā€˜Made on Division’, ā€˜Negatived’ or ā€˜Negatived on Division’. The mappings are:

  • [Question that {Schedule/Clause} stand part agreed] = Negatived (i.e. the schedule/clause should remain in the bill)

  • [Question that {Schedule/Clause} stand part agreed on division]Ā = Negatived on Division (i.e. the schedule/clause should remain in the bill)

  • [Question that {Schedule/Clause} stand part negatived on division] = Made on Division (i.e. the schedule/clause should be removed from the bill)

  • [Question that {Schedule/Clause} stand part negatived] = Made (i.e. the schedule/clause should be removed from the bill)

Mapping the stand part motion outcomes to these ā€˜Made’ and ā€˜Negatived’ outcomes makes it easier for you to select all ā€˜Made’ and ā€˜Made on Division’ amendments from the Amendment Manager when you are ready to apply them to the bill.

Exercise 2: Publishing the amendment list

Instructions

Assuming the Annotated Marshalled List has completed all checks then the list is now ready for publishing

Step 1: Publish the list in Lawmaker

You need to publish the amendment list in Lawmaker in order for automated processes when generating subsequent lists to run correctly.

  1. Click on the black triangle to the left of the list name to expand the view of snapshots

  2. On the grey PDF snapshot version, select Actions > Publish version

  3. The published version will appear on the right-hand side of the Official Lists tab and a snapshot is created under the working version.

Step 2: Publish the list on the Assembly’s website

You can now upload the final version of the pdf onto the website

When complete…
