LMS-531 Add J-Refs to Table of Contents

Summary

Add an option to the PDF Generation modal to include J-Refs in the Table of Contents.

Description

Currently, when we run a pdf of a Bill (or whatever) that has j numbers, the j numbers can be shown in the left-hand margin, but they aren’t shown on the contents page.

As j numbers are a tool for navigating prints of legislation, and so are contents pages, it would be helpful to readers if the j numbers could appear on the contents page.

I don’t think there needs to be a separation between the option to show j numbers in the margin and showing them in the contents page — i.e. I can’t conceive of a circumstance in which a user would want to do one but not the other, and having to make a manual selection of both would more likely be a nuisance than a useful flexibility.
