LMS-2307 Copy amendments to a different project
Summary of feature request
Enable users to copy amendments from one project to another.

The feature should follow the existing approach for moving/copying amendments within a project and the existing feature for copying a Bill from one project to another.
Users should be able to select a LoDA to copy or to select amendments from the Amendment Manager tab.
When the amendments are copied to the new project, they should all revert to draft status / keep their existing status and workflow (this needs further input from OPC, HoC etc.)
The copied amendments should retain their original Dnums / be assigned new Dnums (this needs further input from OPC, HoC etc.)
It is important that all x-refs in the amendments (including those in the explanatory statement) continue to work correctly in the copied amendments (i.e they should refer/link to the copied amendments, not back to the original ones).
Background
The issue arose in the context of determining how best to deal with carryover Bills in November 2023. The preferred approach was to move to a new project and copy across any “live” amendments. However there was no entirely straightforward way to do that at the time.
