LMS-2305 Improve support for Carryover Bills

Summary of feature request
Make it easier to handle Bills that are started in one session but continue into the next. This could either be by:
making it easier to duplicate relevant parts of a project into a new project for the carried over Bill, or
making adjustments to how Bills and stages are handled within a single project to better accommodate the carryover scenario.
This is a placeholder pending further discussions with HoC, OPC and HoL required to confirm the preferred approach and details of the features.
Background
The issue arose following the new session in November 2023. See https://lawmaker.atlassian.net/browse/LMS-2300. In the circumstances it was decided to continue using the same project but that wasn’t felt to be the optimum outcome.
