LMS-1106 Draft watermark

Hi Lawmaker team

We need to add a watermark or header to our SI to mark it as “Draft - not for signature”. I have been unable to work out how to do this and haven’t managed to find it in the guidance.

Unfortunately, we don’t have the functionality to do this in Adobe to a PDF version, so I am hoping there is a way to do it in lawmaker.
