LMS-108 Departments in SIs only need one 'Other (custom)'

Minor related issue – the department list also contains these departments:

“Other (Custom”)

“Other (United Kingdom)”

“Other (Scotland)”

“Other (Wales)”

“Other (Northern Ireland)”

The only one which probably needs to exist in Lawmaker is “Other (Custom)” which lets you enter a custom name. The others don’t have that functionality and behave as normal ‘locked’ department names, which they shouldn’t since they’re just placeholders. We use those on the Publishing system as a catch all to assign a) any submissions with failed/unreadable metadata department matches, or b) any users who don’t belong to government departments – but they shouldn’t really be valid options for signatures.
