LMS-675 Add ability to provide large-print PDFs of SIs

Feature summary request

Add a ‘large-print PDF’ option to the PDF generation modal (perhaps as a checkbox under the ‘Extras’ area). This will generate a large-print SI where:

• all elements are in Arial with font size 20 (including things like footnotes, page numbers etc)

• formatting, spacing and indents stay unchanged

• images containing text don’t upscale

Original Description

This ticket is to request functionality for Lawmaker to generate large-print SIs.

Context: For SIs that are laid in the Westminster Parliament, departments are required to provide large-print versions of SIs when requested by visually impaired MPs and peers. This used to be a rare request, but it is becoming more common in the current Parliament. It would be difficult to comply if this was requested for a Lawmaker SI.

To meet this requirement:

• The default SI styling in PDFs needs to be overridden so that all elements are in Arial with font size 20 (including things like footnotes, page numbers etc).

• Other formatting characteristics e.g. bolding/spacing/indents would remain unchanged.

• There is no expectation to upscale images that contain text.

On the UI, this might be implemented in the PDF Generation modal as a checkbox in the “Extras” area.
