LMS-90 Straight quotes inserted by smart paste

Depending on the type of material pasted from (PDF, Word, Email) sometimes curly quotes are pasted as straight quotes.
There is a ticket LDAPP-3151 which is further refinements to smart paste. One suggestion on there was to handle the conversion as a schematron quick fix rule. Should a separate ticket be created for that specific issue?
