LMS-2414 Customisable default settings for PDF generation

Feature summary request

Allow users to customise default settings for generating PDFs. Specifically, Lawmaker should provide options to control settings like ‘record snapshot version’ and ' show D-numbers' so that users can make these not checked by default.

The ability to set defaults settings could be at a user level or on a per-organisation basis (e.g. only for OPC)

Original description

We are now at the point where it would be more helpful if “Record snapshot version” was unchecked by default when generating a PDF (managing snapshots would be easier if people only made them mindfully - snapshots are super useful for compares and recovering discarded material).

We would also find it helpful if “Show D-numbers” was checked as default when generating a PDF of a LODA. But I suspect the Houses wouldn’t feel the same - so would it be possible to apply that default only for OPC?
