Add a way to easily convert SI Regulations into Orders and vice versa

Original Description

Not sure if this is a feature or improvement so I’m requesting both. It’s relatively common (for me anyway!) to need to change an SI from being regulations to being an order or vice versa - especially when combining or separating out provisions into the same or different instruments. This may also need to happen at very SHORT NOTICE e.g. following final drafting checks. Estelle Holmes explained to me last week that there is no quick way to do this using Lawmaker. Please could we try and find one? Many thanks indeed.
